Automatic State Certification of Corps of Engineers Nation wide Permits

The automatic certification of Corps nationwide permits (H.3828) is a problematic bill;
it negatively impacts an important part of the state overview of federal permits, and
could result in the loss of federal money for OCRM - due to making the
SC coastal program inconsistent with the federal CZMA.
