Background

This bill would strengthen penalties concerning the abuse, negligence or other cruelty to animals and would mandate the law enforcement care for any animals that have been discovered to have been the recipient of such cruel treatment. 

It further punishes - by incarceration and fees - those who mistreat animals. It ensures that appropriate care will be taken of mistreated animals by discovering law enforcement officials, such that the animals are not put through further mistreatment or abuse.
