Solid Waste:
Out of State Waste Proviso

In reaction to the above-stated “flow control” bill, we were able to go on the offensive and unanimously get a budget proviso passed in the Senate that would serve as a disincentive to more out-of-state trash and human sludge coming into SC by collecting a formula based “waste reduction payment” from Class III landfills accepting out of state garbage.  This circumvents interstate commerce law because it doesn’t impose a fee on the waste itself; rather, it does so to facilities taking it in. Unfortunately, in the final budget conference, the House would not concur and it didn’t pass – but we will again push for it in 2014.
